04. 01. 2026 Madeira is an absolutely fascinating destination for drones even in 2026, but it requires more thorough preparation than other European islands. In addition to the European EASA legislation, you will encounter specific national requirements for permission to film and fly in protected zones. In addition, you need to take into account the broader changes in the approach to tourism that we’ve already informed you about – in fact, from 2026, Madeira is introducing compulsory bookings and charging for its most popular tourist routes.
Legislation and rules for drone flying in Madeira for 2026
As Madeira is part of Portugal, ANAC rules apply. If you already have an operator’s registration and insurance from your origin (EU), you have the basics done, but to fly legally with a camera in Madeira you need to complete additional steps:
- Registration and insurance: every drone with a camera must be marked with a registration number. Liability insurance is required for 2026 in Madeira, even for the smallest drones.
- AAN permission for filming: the Portuguese law requires prior permission from the Autoridade Aeronáutica Nacional (AAN) for any drone images or videos. Please apply for permission in advance via the e-AAN portal.
- National Parks and Reserves (ICNF): for flights in protected areas (e.g. Fanal Laurel Forest) you need approval from the Instituto da Conservação da Natureza e das Florestas (ICNF).
- Restrictions at airports and heliports: the strictly guarded zone is around Funchal Airport. Special attention should be paid to heliports for emergency services (HEMS), in a 1 km radius of which the “Open” category is prohibited.
Owners of lightweight drones like the DJI Mini 4 Pro (under 250g) have a definite advantage. Although you can avoid the pilot test, operator registration, insurance and most importantly AAN permission for the camera will not be avoided even with these small machines.

TOP LOCATION: Where can you fly legally in Madeira?
Despite the stricter rules, there are several locations that are perfect for drones:
- São Vicente: The valley with its iconic chapel on the rock is visually stunning and offers plenty of space for a legal flight.
- Ponta de São Lourenço: The easternmost tip of the island with colourful cliffs, but where you have to watch the boundary of the airport zones.
- Miradouro da Ponta do Rosto: A great vantage point that offers unique views of the rugged coastline. One of the most beautiful sunrise spots in Madeira.
- Porto Moniz: The famous lava pools are a great backdrop for a drone, you just have to be careful of the proximity of the local heliport and land immediately in case of a helicopter flight.
- Miradouro da Raposeira (our tip): a hidden gem in the southwest, where there are fewer people and the rules for take-off are more favourable.
